We are introducing our committee’s work through the White Hat Challenge: a simple invitation to share your ideas for America.

The challenge uses humor to satirize President Trump and the idea of unchecked power. The king-or-queen premise is satire; our principle is that public officials should answer to the people and the law.

02 / THE PUBLIC RECORDREVIEWED OCTOBER 14, 2026

Serious questions.
A sourced record.

Presidential power and private cryptocurrency interests deserve public scrutiny.

Our committee’s focus is accountability in President Trump’s cryptocurrency dealings. This briefing brings together official records, reporting by The New York Times and the International Consortium of Investigative Journalists, and responses from the people and companies involved.

Read the evidence in context.

Official records, reported findings, allegations and our position are identified separately below. The cited material raises questions about conflicts of interest; this site does not treat disputed allegations as proven crimes.

OFFICIAL RECORD

What happened

Changpeng “CZ” Zhao, Binance’s founder, pleaded guilty in November 2023 to failing to maintain an effective anti-money-laundering program. Binance separately admitted criminal violations and agreed to more than $4.3 billion in penalties. [1]

Zhao received a four-month prison sentence and a $50 million fine. President Trump’s full and unconditional pardon is dated October 21, 2025; it was publicly announced October 23. This was Zhao’s personal pardon, not a corporate pardon of Binance. [2][3]

REPORTED RELATIONSHIPS

Why the pardon drew scrutiny

The New York Times reported that Zhao pursued clemency through lawyers and lobbyists with Trump connections while Binance developed a business relationship with World Liberty Financial, the Trump family’s cryptocurrency venture. The overlap raises questions about private financial interests and access to presidential power. It does not establish that a pardon was purchased. [3]

THE RESPONSES

The White House defended the pardon as a response to what it characterized as unfair crypto prosecutions under President Biden. Lawyers for Zhao and Binance deny a connection between the pardon and business involving World Liberty’s USD1 stablecoin. [3][6]

CONGRESSIONAL OVERSIGHT

Requests for records are not findings

In May 2026, Democratic lawmakers requested records from Zhao about his clemency effort, including representation, communications and financial contributions. In June, lawmakers sought preservation of related records from the White House, DOJ and Secret Service. The broader clemency inquiry continued in October. These are oversight actions, not court findings of wrongdoing. [7][8][9]

DOCUMENTED TRANSACTION

$2 billion invested in Binance, using USD1

Abu Dhabi-based MGX announced a $2 billion minority investment in Binance in March 2025. In May, World Liberty Financial announced that the transaction would use its USD1 stablecoin. The investor was from the United Arab Emirates. [10][4]

USD1 is a dollar-linked stablecoin issued by World Liberty. It is distinct from World Liberty’s WLFI governance token and the $TRUMP meme coin. Using USD1 to settle a Binance investment is also different from buying equity in World Liberty. [4]

INVESTIGATIVE REPORTING

The overlap with U.S. policy

The New York Times investigated relationships linking the cryptocurrency deal to negotiations over advanced U.S. AI chips for the UAE. It reported overlapping participants and financial interests, and the prospect of significant reserve-related income for World Liberty. The Times also stated that it found no evidence one agreement had been explicitly offered in return for the other. [4]

THE RESPONSES

Representatives for the White House and World Liberty denied a connection between the crypto and chip agreements. MGX said it selected USD1 after evaluating alternatives. [4][6]

A SEPARATE EQUITY INVESTMENT

$500 million for 49% of World Liberty

The Wall Street Journal reported that UAE-linked Aryam Investment 1 agreed to purchase 49% of World Liberty for $500 million shortly before Trump’s January 2025 inauguration. It reported that $187 million from the initial installment was directed to Trump family entities. World Liberty defended the deal’s commercial purpose; the White House denied conflicts of interest. [11]

Representative Ro Khanna requested transaction records in February 2026. His letter raises allegations and questions for oversight, not judicial findings. [12]

THE SAUDI-RELATED PROPOSAL

Hotel tokens, rather than a token purchase

Reuters reported in November 2025 that Saudi developer Dar Global proposed financing a Trump-branded Maldives hotel through tokens sold to retail investors. Bloomberg reported in August 2026 that the related token offering had been delayed. This was proposed hotel financing, rather than a verified Saudi purchase of $TRUMP or USD1. [13][14]

Different arrangements. Different instruments.

Aryam / UAE49% company equity$500 million World Liberty stake [12]
Dar Global / Saudi developerProposed hotel tokenMaldives resort financing; offering reportedly delayed [13][14]
Was the $2 billion deal a Saudi investment in Trump’s token?

The $2 billion investment was in Binance and involved Abu Dhabi’s MGX, not Saudi Arabia. The separate Saudi-related report describes proposed hotel financing. [10][13]

ICIJ’S FINDINGS

Illicit financial flows and exchange safeguards

In its November 2025 Coin Laundry investigation, the International Consortium of Investigative Journalists reported that Binance customer accounts received at least $408 million in tether from Huione Group between July 2024 and July 2025, after Binance’s guilty plea. ICIJ described Huione as a financial conduit used by organized crime groups involved in scams and human trafficking. [5]

BINANCE’S RESPONSE

Binance told ICIJ it investigates suspicious deposits and works with law enforcement. It said blockchain technology prevents it from blocking incoming deposits. ICIJ reported that Binance did not provide details about freezing funds or closing accounts linked to the Huione flows. [5]

WHAT THE FINDINGS ADDRESS

This investigation concerns cryptocurrency exchanges, financial safeguards and illicit flows. It provides context for the public interest in enforcement. It does not establish criminal misconduct by President Trump. [5]

03 / OUR POSITIONACCOUNTABILITY THROUGH EVIDENCE

Public power
is a public trust.

No one is above the law is a principle, not a substitute for proof.

We believe presidential cryptocurrency dealings deserve independent scrutiny, transparent records and meaningful oversight. Allegations should be examined through lawful processes, with respect for evidence and due process.

Questions that deserve clear answers

  1. Were private business interests kept separate from decisions made in the public interest?
  2. What records explain the clemency process and the role of lobbyists, intermediaries or financial relationships?
  3. Are financial safeguards protecting the public, and are the same standards applied consistently?
